Andy Bochman
Infrastructure Risk and Resilience Strategist
Andy Bochman brings deep experience helping utilities, public agencies, and industry organizations
strengthen operational resilience and reliability. During his time at Idaho National Laboratory, he
advised senior leaders on energy security, climate adaptation, and risk management. He has helped
develop leading resilience frameworks, including Consequence-driven Cyber-informed Engineering
and the Climate Resilience Maturity Model. Andy conceived and led the development of TAIGR
(Testing for AI Grid Resilience), an initiative that brings together industry, government, and research
partners to identify and address the risks associated with AI-enabled grid operations. He translates
complex infrastructure and security challenges into practical strategies that improve system performance
across the water and energy sectors.

Andrew Ohrt
Resilience Practice Lead
Andrew Ohrt is an experienced facilitator and program manager specializing in infrastructure
resilience and cybersecurity. He leads West Yost’s Resilience Practice and key partnerships with
Idaho National Laboratory and the American Water Works Association to advance Cyber-informed
Engineering in the water sector. He has completed over 75 risk and resilience assessments and led
development of key AWWA cybersecurity guidance and tools. Andrew brings practical, hands-on
experience helping utilities build all-hazards resilience.
