Wastewater Treatment and Biosolids Facilities Master Plan
Dublin San Ramon Services District

West Yost recently completed a comprehensive Wastewater Treatment and Biosolids Facilities Master Plan to identify the major improvements needed through the 2035 planning horizon for the Dublin San Ramon Services District’s 15 mgd wastewater treatment plant (WWTP). This long-term planning document addresses (a) current plant performance deficiencies; (b) improvements needed to address future nutrient removal requirements; ( c ) increasing demands for the District’s recycled water, including recent interest in direct and/or indirect potable reuse; (d) development of new biosolids treatment, disposal, and reuse opportunities; and (e) expansion of the District’s onsite energy generation potential through increased co-digestion. 

Using a comprehensive visioning and future-scenarios mapping process, West Yost worked with the District to identify a long-term strategy that considers how the opportunities and constraints associated with new opportunities interface with improvements needed to address treatment plant growth and rehabilitation needs. The final report provides a roadmap for the next 20-year period, identifying the required CIP as well as studies needed to further assess potential strategies as regulations and new information become available.
