Surface Water Supply Project
Stanislaus Regional Water Authority (SRWA)
West Yost is working with SRWA to develop and implement a treated surface water supply to serve the cities of Turlock and Ceres, California. The declining quality and availability of groundwater supplies serving the customers of both Ceres and Turlock makes this regional project critical to ensure future water supply in this region. West Yost helped to develop a road map to construct the raw water facilities, treatment plant, finished water transmission mains, and the local distribution facilities necessary to connect with each City’s local system.
West Yost’s team provided a quick start on this project through technical analyses that assisted in effective decision making and to capture funding opportunities.
West Yost guided SRWA and SRWA Board Members through the evaluation and selection of project delivery options. The evaluation included a presentation of the project delivery alternatives, a narrowed focus on the most viable alternatives, development of a weighted alternative delivery matrix based upon a set of relevant evaluation criteria, presentations by members of the alternative delivery procurement community, and the ultimate selection of Lump Sum Design Build as the project delivery method. The next step will be development of procurement documents to provide technical and legal guidance to the bidders.
