Storm Drain Master Plan and Facility Designs

West Yost prepared a Storm Drain Master Plan for the City and developed a $17.6 million Capital Improvement Program. West Yost also led a stormwater management utility fee study to identify the financial needs and revenues to operate and maintain the storm drain facilities, including the newly-identified stormwater quality improvement program according to the City’s NPDES Phase II permit.

The master plan included development of a city-wide dynamic rainfall/runoff model and hydraulic analysis tool of the extensive detention basin, canal, and lateral drainage system. The work included developing criteria and providing design for utilizing multi-use drainage corridors. 

Detention Basin, Pump Station and Box Culvert Design

West Yost subsequently prepared the predesign and design of a detention basin, pump station, and box culvert. The 16 ac-ft detention basin included a 4 cfs pump station and nearby irrigated landscape and hardscape. Design also incuded 1,500 feet of a 3 feet by 12 feet box culvert, and 1,100 feet of a 3 feet by 8 feet box culvert with associated sewer relocations.
