West Yost was commissioned by the Central Valley Clean Water Association (CVCWA), to evaluate whether various wastewater treatment processes can achieve stringent water quality-based permit limits being applied to municipal dischargers in the Central Valley of California.

This study included the compilation of discharger data from approximately 50 dischargers and development of treatment variability plots. The final white paper study provided an evaluation of the adequacy of existing, readily accessible wastewater treatment plant effluent quality data to predict treatment performance, and ultimately identified significant limitations in readily available data. It also identified research pertaining to priority pollutants and other trace toxins. The paper recommended additional research to better inform policy makers, regulators, and the general public who will pay for compliance with the subject standards.
