Sewer Planning Support, Hydraulic Model and Master Plan Update
City of Richmond, California

West Yost developed City-wide flow monitoring programs for two consecutive wet weather seasons in order to quantify I/I and provide data for hydraulic model calibration. The master plan was designed to address aggressive deadlines for infiltration and inflow (I/I) and sanitary sewer overflow reduction that are required to meet a settlement agreement with San Francisco Baykeeper. West Yost also developed an innovative flow monitoring program in order to identify and quantify tidally-influenced I/I that collection system operators suspected was occurring.

Wet Weather Alternatives Analysis
City of Millbrae, California

Faced with tight deadlines under a Baykeeper consent decree to complete multiple capacity upgrades, West Yost helped the City evaluate its options for implementing a long-term plan to reduce infiltration and inflow (I/I) through collection system rehabilitation and private lateral programs. The analysis included identifying and prioritizing subbasins within the collection system with the largest I/I levels by analyzing flow monitoring data and hydraulic model calibration results.

Sanitary Sewer Inflow and Infiltration (I/I) Reduction Study
City of Folsom, California

West Yost is currently managing and implementing an inflow and infiltration (I/I) investigation and sanitary sewer evaluation program for approximately 100 miles of the City of Folsom’s gravity sewer mains to help the City meet its regulatory mandate. West Yost is coordinating field work efforts, documenting and analyzing the findings, and making recommendations for I/I reduction methods and improvements.

Capacity Assurance Report and Wet Weather Alternatives Analysis
City of Millbrae, California

West Yost is completing two projects that are required to address aggressive Consent Decree requirements. The first project provides ongoing O&M support to improve CCTV and cleaning protocols and track various metrics and requirements established in the Consent Decree. West Yost developed a CCTV Inspection Plan, Hot Spot Cleaning Work Plan, Hydraulic Modeling Work Plan, and two Annual Reports, and monitors O&M activities and results on a monthly basis. French Valley and Winchester Sub-Regional Master Plan
Eastern Municipal Water District, California

West Yost developed a regional sewer master plan for Eastern Municipal Water District in the French Valley and Winchester Region. Future flows were developed from District growth projections and county land use sources. West Yost developed future infrastructure requirements as well as a Capacity Remaining analysis to estimate the growth allowed before improvements are triggered. A sensitivity analysis was performed to determine how the infrastructure requirements were impacted by the conversion of low density residential land uses from septic service to collection system service.

The City of West Sacramento is expecting significant growth in the coming years. West Yost is identifying the capacity and condition improvements required in the collection system to support that growth. The figure above indicates that the risk of condition failure is significantly lower in the southern half of the collection system, and West Yost is currently evaluating future growth scenarios in the south with capacity sensitivity analyses.

Sanitary Sewer Master Plan Update
City of West Sacramento, California

West Yost is performing a comprehensive Sewer Master Plan for the City of West Sacramento. The comprehensive master plan includes a hydraulic analysis of existing and future capacity to provide capacity for anticipated growth, and a condition analysis to provide a risk-based prioritized rehabilitation and repair plan for existing infrastructure. The capacity improvement projects and rehabilitation/repair projects will be integrated into a prioritized CIP that results in a financial analysis and new connection fees.

Sewer System Assessment Planning and Design
Placer County, California

West Yost completed three separate but related projects for Placer County (County) within the Auburn Ravine Basin, including a Sewer System Condition Assessment, Collection System Recommended Improvement Plan, and the Auburn Ravine Basin Hydraulic Capacity Assessment. Timing for each project was critical since the County Redevelopment Agency’s North Auburn Commercial Infrastructure Development Program was providing partial funding for these projects under a challenging timetable.

Sanitary Sewer System Planning
City of Vacaville, California

West Yost has performed ongoing sanitary sewer planning and design services for the City of Vacaville since 1990. These services have included preparation of a City-wide sewer master plan and hydraulic model, a Sanitary Sewer Management Plan (SSMP), and a comprehensive Infiltration and Inflow (I&I) Program.

The City has embarked on a General Plan Update to establish a vision for the City’s future through 2035 and/or 2050. West Yost provided infrastructure planning to the General Plan team. In this role, West Yost identified the wastewater facilities needed to serve the anticipated growth.

Veolia Water / City of Richmond, California

West Yost is providing as needed sewer planning support to Veolia Water, the contract water, wastewater, and stormwater system operator for the City.

The City’s settlement agreement with a prominent environmental group requires infiltration and inflow (I&I) reductions and system improvements similar to those required by an EPA order.

West Yost’s work in support of this settlement has included; a Sewer System Management Plan; development of prioritized capital improvement program (CIP); State Revolving Fund (SRF) funding support; maintenance planning support; hydraulic modeling; and master planning support.

Basin 119 Sanitary Sewer System Evaluation and Master Plan
City of Sacramento, California

West Yost completed a Draft Sewer System Evaluation and Master Plan report for the City of Sacramento Basin 119 sanitary sewer facilities. The West Yost master planning evaluation included field assessment and inspection, collection system flow/surcharge metering, statistical analysis of the City’s GIS and sewer maintenance databases, hydraulic modeling analysis, and development of a prioritized Capital Improvement Program.

Cannery Segregation Pipeline Diversion Plans
City of Modesto

West Yost is assisting the City of Modesto with an emergency response plan that will identify immediate and long-term strategies for addressing the reliability of the Cannery Segregation collection system pipeline. West Yost is designing an effective short term solution to increase cannery confidence in the aging pipeline, which serves as the only conduit for cannery waste discharge. This is critical to the city’s large food processing industry. Local canneries discharge approximately 38 mgd of peak flow to the pipeline during canning season.

West Yost has provided interim District Manager services to WBSD for over two years. During this time, a number of critical sewer management and regulatory compliance projects have been completed, including: a Sewer System Management Plan (SSMP); Regional Water Quality Control Board (RWQCB) annual reports; SSMP audits; system condition rating of pipes; development of prioritized capital improvement program (CIP); maintenance planning support and CMMS optimization; and State Revolving Fund (SRF) funding support.

Sanitary Sewer Master Plan Update
Clean Water Services District, Oregon

West Yost prepared a Sanitary Sewer Master Plan for the District. The project included evaluating the system, expanding and updating the collection system hydraulic model, and ranking problem areas according to severity of surcharging under three development conditions in order to differentiate between near-term and long-term projects.

Collection System Regulatory Compliance
City of Sausalito, California

West Yost has assisted the City in its timely response to findings from an EPA Clean Water Act compliance evaluation inspection, and the ensuing Order for Compliance issued by the EPA. This included preparing the Regional Water Quality Control Board (RWQCB) annual reports, Sewer System Management Plan (SSMP) audits, system condition assessments, State Revolving Fund (SRF) funding support, and development of a District-wide capital improvement program (CIP). Subsequently, an updated master plan was prepared, which identified over $200 million in upgrades and trunk sewer extensions into growth areas, and West Yost has provided design services on the highest priority projects including pipeline and pump station rehabilitation and replacement.

Sanitary Sewer Master Plan
City of Vacaville, California

West Yost prepared a City-wide sewer master plan and system hydraulic model for the City of Vacaville, which has served as the basis for City-wide sewer planning for nearly ten years. Over the years, West Yost has maintained and updated the sewer master plan. In conjunction with past master planning efforts, West Yost also developed a 20-year CIP and Development Impact Fee analysis for the City.
