West Yost completed three separate but related projects for
Placer County (County) within the Auburn Ravine Basin, including
a Sewer System Condition Assessment, Collection System
Recommended Improvement Plan, and the Auburn Ravine Basin
Hydraulic Capacity Assessment. Timing for each project was
critical since the County Redevelopment Agency’s North Auburn
Commercial Infrastructure Development Program was providing
partial funding for these projects under a challenging timetable.
West Yost has performed ongoing sanitary sewer planning and
design services for the City of Vacaville since 1990. These
services have included preparation of a City-wide sewer master
plan and hydraulic model, a Sanitary Sewer Management Plan
(SSMP), and a comprehensive Infiltration and Inflow (I&I)
Program.
The City has embarked on a General Plan Update to establish a
vision for the City’s future through 2035 and/or 2050. West Yost
provided infrastructure planning to the General Plan team. In
this role, West Yost identified the wastewater facilities needed
to serve the anticipated growth.
West Yost is providing as needed sewer planning support to Veolia
Water, the contract water, wastewater, and stormwater system
operator for the City of Richmond.
The City’s settlement agreement with a prominent environmental
group requires I&I reductions and system improvements similar
to those required by an EPA order.
West Yost’s work in support of this settlement has included; a
Sewer System Management Plan; development of prioritized CIP; SRF
funding support; maintenance planning support; hydraulic
modeling; and master planning support.
West Yost completed a Draft Sewer System Evaluation and Master
Plan report for the City of Sacramento Basin 119 sanitary sewer
facilities. The West Yost master planning evaluation included
field assessment and inspection, collection system flow/surcharge
metering, statistical analysis of the City’s GIS and sewer
maintenance databases, hydraulic modeling analysis, and
development of a prioritized Capital Improvement Program.
West Yost is assisting the City of Modesto with an emergency
response plan that will identify immediate and long-term
strategies for addressing the reliability of the Cannery
Segregation collection system pipeline. West Yost is designing an
effective short term solution to increase cannery confidence in
the aging pipeline, which serves as the only conduit for cannery
waste discharge. This is critical to the city’s large food
processing industry.
West Yost has provided interim District Manager services to WBSD
for over two years. During this time, a number of critical sewer
management and regulatory compliance projects have been
completed, including: a Sewer System Management Plan(SSMP); RWQCB
annual reports; SSMP audits; system condition rating of pipes;
development of prioritized CIP; maintenance planning support and
CMMS optimization; and SRF funding support.
West Yost prepared a Sanitary Sewer Master Plan for the
Clean Water Services District (District). The project
included evaluating the system, expanding and updating the
collection system hydraulic model, and ranking problem areas
according to severity of surcharging under three development
conditions in order to differentiate between near-term and
long-term projects.
West Yost has assisted the City of Sausalito in the City’s timely
response to findings from an EPA Clean Water Act compliance
evaluation inspection, and the ensuing Order for Compliance
issued by the EPA. This included preparing RWQCB annual
reports, SSMP audits, system condition assessments, SRF funding
support, and development of a District-wide CIP. Subsequently, an
updated master plan was prepared, which identified over $200
million in upgrades and trunk sewer extensions into growth areas,
and West Yost has provided design services on the highest
priority projects including pipeline and pump station
rehabilitation and replacement.
West Yost prepared a City-wide sewer master plan and system
hydraulic model for the City of Vacaville, which has served as
the basis for City-wide sewer planning for nearly ten years. Over
the years, West Yost has maintained and updated the sewer master
plan. In conjunction with past master planning efforts, West Yost
also developed a 20-year CIP and Development Impact Fee analysis
for the City.
